This 13-page document by the European Commission is the communication that introduces the large legislative energy package « Clean energy for all European », including proposals in the areas of electricity market design, energy efficiency, renewables, energy performance of building, governance, and more. It sets out the overall rationale behind the package and related each component to three overarching goals, namely energy efficiency first, global leadership in renewables, and a fair deal for energy consumers. With the pursuit of these goals through a large number of policies and other measures detailed in the specific proposals across a wide range of policy areas, the European Commission hopes to generally modernise the EU economy. This modernisation – beyond benefits for industrial competitiveness and the environment – is notably to benefit all European, not forgetting vulnerable consumers and the energy poor. The opinion offers the EESC an opportunity to analyse, discuss and comment on the package from a holistic perspective.
